Our company has just run an evaluation research on behalf of the Government Centre for Legislation (Rządowe Centrum Legislacji). The research relates to the project „Improvement of legislative techniques in offices for public authorities” ("Doskonalenie technik legislacyjnych w urzędach obsługujących organy władzy publicznej").

RCL is an institution which was separated from the structure of the Chancellery of the Prime Minister in 2000. Its main task is to coordinate the legislative activity of Council of Ministers, Prime Minister, subordinate governmental administration, provide governmental projects of legal acts and other governmental documents as far as legislation is concerned, analyse the opinions from the Constitutional Tribunal as well as edit the Journal of Laws and Official Gazette of the Republic of Poland

The main goal of the project „Improvement of legislative techniques in offices for public authorities” was to increase the quality of positive law by organising specialist trainings in terms of practical aspects for establishing law and improving the mechanisms used for coordination of the governmental legislative process. The main aim of out ex-post evaluation is, however, the assessment of the quality, effectiveness, accuracy and stability of the support provided during the project to the participants – particularly, how much did the project contribute to the increase of the quality of positive law as well as how much it improved the coordinative mechanisms for governmental legislative process.
